Who We Are
The Empowerment Collaborative is a multi-state education partnership dedicated to transforming how schools engage students—particularly in rural and Appalachian communities. We work alongside states, districts, and schools to implement a research-based, student-centered model that replaces compliance-driven learning with purpose, relevance, and real-world application.
At our core, we believe students learn best when they are empowered to lead, create, and solve meaningful problems connected to their communities and futures.
Why Empowerment Matters
Across the country, students are disengaging from school at alarming rates, with the greatest drop occurring during the middle school years. Traditional, industrial-era models focused on memorization, testing, and rigid structures no longer meet the needs of today’s learners or workforce.
Research shows that students disengage when learning lacks relevance, agency, and connection to real life. The Empowerment Collaborative exists to respond to this challenge by reimagining schools as places where students experience ownership, purpose, and possibility.
Our Vision
We envision schools as vibrant, student-driven environments where learning is meaningful, interdisciplinary, and connected to real-world challenges—preparing students not only for college and career, but for leadership and life within their communities.

Proven Impact
Schools implementing the Empowerment Model have demonstrated measurable gains in both academic and behavioral outcomes, particularly at the middle school level.
Documented results include:
- Improved math and reading achievement exceeding state averages
- Significant reductions in disciplinary referrals
- Increased student engagement, attendance, and ownership of learning
- Stronger preparation for college, careers, and workforce transitions
These outcomes validate empowerment as both a cultural and academic strategy—not a tradeoff between engagement and rigor.

How We Support Schools
The Empowerment Collaborative provides structured, phased support to ensure successful implementation and long-term sustainability.
Our approach includes:
- Systems-level coaching for states, districts, and school leadership
- School-based model coaches trained in all aspects of the Empowerment Model
- Professional learning grounded in implementation science
- Continuous research, data collection, and refinement
- Partnerships with community, industry, and higher education
Local ownership remains central, while the Collaborative provides coherence, alignment, and expertise across states.

Looking Ahead
Empowerment is not a trend… it is a movement. As education systems nationwide seek solutions that prepare students for a rapidly changing world, the Empowerment Collaborative is committed to scaling student-centered, career-connected learning that honors both rigor and relevance.
Our work is about more than improving outcomes—it is about redefining what school can be when students are trusted, challenged, and empowered to lead.
